INVITED SPEAKER | Strategic Leadership in Emergency Response: SCDF’s Experience

The presentation on Strategic Leadership in Emergency Response: SCDF’s Experience outlines Singapore Civil Defence Force’s (SCDF) efforts in transforming itself to meet the

challenges of an increasingly complex operating landscape. SCDF’s approach is anchored on three key pillars: future-ready operations, a resilient society, and a connected SCDF.

The presentation will cover SCDF’s initiatives in leveraging technology and integrated systems such as its Next-Generation Operations Terrain Mapping (NGOTM) system and

E-Staging for enhanced sensemaking, decision making and incident Management. It will also touch on SCDF’s approach of integrating robotics and unmanned ground and aerial

capabilities to optimise responder safety and operational outcomes.

As a competent workforce is core to effective operations, SCDF’s sharing will also cover its personnel training and development initiatives including its framework for cross training of emergency responders with multiple skillsets (i.e. firefighting, hazmat, medical, usar); and the development of specialised facilities such as the Emergency Responders’ Fitness Conditioning and Enhancement Lab (EXCEL), National EMS Training Centre (NETC), Fire Research Centre (FRC) for better integration of science and research into responder training.

Beyond internal capabilities, the presentation also shares on SCDF’s efforts in partnership and building community resilience. Through initiatives like the Responders Plus Programme (RPP)1 and MyResponder app, the SCDF connects citizen Responders to cases of cardiac arrests and minor fire incidents, facilitating swift and coordinated community response for better operational and patient outcomes.
