Keynote | Challenges and opportunities in fostering people’s inclusion in disaster risk reduction

It has become a normative injunction to foster inclusion in disaster risk reduction. Inclusion is meant to contribute to reducing the vulnerability and enhancing the capacities of social groups that stand at the margin of society. In theory, this is a highly political process that requires to address uneven power relations in society. In practice, however, it is often turned into a mechanical process of recentring that contributes to siloing, excluding and labelling individuals and social groups – an approach that does not address the root causes of people’s vulnerability. In this presentation, we will explore what are the challenges and opportunities towards fostering genuine inclusion and addressing uneven power relations in disaster risk reduction. Ultimately, we will question what inclusion is and whether it is actually ethical to foster a normative approach in very diverse social and cultural environments.
