Recognising what matters: RPL as a tool for workforce transformation in Fire Services

Fire services are experiencing significant workforce transformation driven by evolving community expectations, regulatory change, and increasing demand for agile, capable personnel. Recognition of Prior Learning (RPL) is often viewed as an administrative compliance function; however, when designed and governed with integrity, RPL can be a powerful lever for organisational change.

This paper presents a practice-based case study of a Recognition of Prior Learning project commencing in July 2025 within Queensland Fire Department, led from an RTO compliance perspective. The project seeks to modernise RPL frameworks to better recognise operational experience, volunteer service, and non-traditional career pathways while maintaining rigorous assurance, regulatory compliance, and public safety standards.

The paper explores how ethically grounded RPL practices can support workforce mobility, improve retention, and create more inclusive pathways to qualification and progression. It highlights the role of transparent assessment processes, evidence-based decision-making, and assessor capability in embedding integrity and equity across RPL systems. Particular attention is given to balancing innovation with assurance in a high-risk environment, where community trust and organisational credibility are paramount.

Early insights from the project demonstrate how recognising “what matters”, validated experience, demonstrated competence, and contextual knowledge, can empower individuals, strengthen organisational capability, and support a culture of inclusion and continuous improvement. The paper argues that RPL, when strategically positioned, contributes not only to workforce development but also to ethical leadership and long-term organisational resilience.
