From design to readiness: FRV’s role in assuring safety on the Metro Tunnel Project

This presentation outlines Fire Rescue Victoria’s (FRV) contribution to strengthening partnerships and safety culture through its involvement in Victoria’s Metro Tunnel Project. The session will examine how sustained multi agency engagement supports safer outcomes for complex, high risk infrastructure. Drawing on FRV’s involvement across planning, design development, construction oversight, commissioning and operational readiness, the presentation will highlight practical collaboration points that influenced critical safety features, including emergency cross passages, ventilation strategies and station layouts. It will also discuss assurance and verification approaches used to build confidence in emergency performance, including independent safety assurance activities such as smoke testing in station environments and alignment with the Metro Trains Melbourne Safety Management System. Regulatory approval pathways and coordinated stakeholder engagement for complex building approvals will be addressed, alongside FRV’s operational readiness program (site familiarisation, emergency exercises, response doctrine, training and equipment). The session concludes with key lessons learned and transferrable practices to inform future major projects.
