Safer, connected, and resilient communities: The Multicultural Emergency Management Partnership in Victoria

The Multicultural Emergency Management Partnership (MEMP) is redefining how multicultural communities and emergency services collaborate in Victoria.

Established in 2021, this independent, sector-wide initiative brings together multicultural leaders and representatives from Victorian emergency agencies on a single platform for preparedness, response, and recovery.

MEMP is a community-led, agency-supported model, with Co-chairs from both the community and emergency services.

It has pioneered a strengths-based, culturally safe engagement approach that is influencing policy and practice across the sector. This model includes:

• Hosting cross-agency co-design workshops that unite community representatives and agency staff to adapt emergency communications, policies, and processes so they are culturally relevant and accessible.
• Reviewing and providing feedback on agency resources to embed accessibility and cultural safety principles.
• Organizing two state-wide Multicultural Emergency Management Forums each year to share information, identify emerging risks, and co-create solutions.
• Delivering information on demand to address community-specific needs, including seasonal risks such as bushfire, extreme heat, water safety, and thunderstorm asthma.
• Sharing seasonal and emergency information through community advisors and their networks.

MEMP’s work is driven by direct engagement with multicultural communities, ensuring strategies and resources are shaped by lived experience. It also acts as a conduit between communities and agencies to foster respectful, collaborative relationships.

With its vision of safer, connected, and resilient communities, MEMP is not just responding to emergencies—it is transforming how Victoria prepares for them, ensuring multicultural communities are informed and connected.

In recognition of its impact, MEMP received the Emergency Services Award at the Victorian Multicultural Awards for Excellence 2025.
