Network sensing and the Flood and storm DT technology with NSW SES
Network Sensing, also known as Integrated Sensing and Communications (ISAC), is an emerging technology that transforms existing mobile networks into large-scale environmental sensing systems. By analysing how wireless signals are affected by rainfall and water movement, network sensing can provide real-time flood intelligence without the need for dedicated sensors.
In 2025, researchers at the University of Technology Sydney (UTS) achieved several world-first demonstrations, integrating network sensing with a powerful Smart Flood and Storm Intelligence Digital Twin developed in partnership with the NSW SES. Together, these technologies deliver real-time, hyper-local flood monitoring and prediction, helping emergency services improve situational awareness, accelerate response times and reduce risks to lives, communities and critical infrastructure.
With Australia already leading globally in this field, there is a unique opportunity to progress from successful demonstrations to state-wide pilot trials and operational deployment, positioning Australia at the forefront of next-generation disaster intelligence and flood resilience.
