Catharine Phillips is a passionate advocate for building a more diverse, inclusive, and sustainable future for emergency services volunteering. As Assistant Director, Strategic Volunteer and Youth Programs at the Department of Fire and Emergency Services (DFES), she drives the strategy behind attracting, supporting, and retaining the volunteers who are critical to Western Australia's emergency response. With over 20 years' experience delivering frontline services and leading public sector initiatives, Catharine brings a strong operational understanding and strategic mindset to her work. She collaborates with volunteers, senior DFES staff, community organisations, peak bodies and academic institutions to design programs, resources and interventions that foster participation, build leadership capability, and create pathways for women, young people and diverse community members to thrive in the sector. Catharine has been instrumental in the development and delivery of DFES’ Volunteer Sustainability Strategy, leading innovative initiatives that respond to the changing expectations of volunteers and the needs of contemporary emergency services. Her work focuses on strengthening partnerships, building volunteer capability, and supporting a positive, future-focused culture across all services. She is committed to ensuring that volunteers feel valued, connected, and empowered to continue making an enduring contribution to their communities.
