Katie Moulton

Katie Moulton is an experienced emergency management and community development leader with more than 18 years’ experience across disaster response, recovery and resilience, both in Australia and internationally. She has held senior operational and strategic roles within the NSW Government, leading staff and volunteers through complex, large scale emergencies including floods, bushfires and the COVID 19 response. Katie has a reputation for delivering recovery operations that centre on compassion, collaboration, and community empowerment. With expertise in trauma informed leadership, building sustainable recovery partnerships, and navigating complex inter agency environments to produce tangible community-led outcomes. In her role with the NSW State Emergency Service, Katie was instrumental in the establishment and coordination of the Mid Coast Volunteer Hubs in Taree, mobilising more than 1100 community volunteers to support residents with the clean-up following the devastating May 2025 floods. Alongside her public sector career Katie continues to support South Pacific-based initiatives focused on strengthening social capital to enhance long-term community resilience from disasters. Katie is a passionate advocator for better integration of community led initiatives within the Government’s current emergency response and recovery arrangements.
