Dr Matt McLaren is a Director at Nous Group with over a decade of experience working at the intersection of emergency management, public policy and service delivery. He leads Nous’ emergency management capability in the ACT and supports governments across Australia to design, evaluate and reform disaster preparedness, response and recovery systems.
Matt holds a PhD in emergency management, focused on trust and cooperation between governments during crises. As part of this research, he spent time in Fiji following Tropical Cyclone Winston, working alongside government and international partners to better understand how relationships, coordination and decision‑making shape effective recovery in complex, high‑pressure environments.
Matt is passionate about strengthening Australia’s emergency management system in the face of a changing climate. He is deeply committed to sector‑wide reform that improves coordination and delivery across all levels of government, business and communities, and supports more coherent, equitable and resilient outcomes before, during and after disasters.
