Milly Bell is a Director at Nous Group with 15 years’ experience across public policy, strategy and organisational reform, with deep expertise in climate resilience, crisis leadership and emergency management. She works with governments to strengthen how systems prepare for, respond to and recover from complex shocks.
Prior to Nous, Milly previously worked at the centre of government in New Zealand as a Chief Advisor at the Department of the Prime Minister and Cabinet. Her roles included supporting senior leaders on crisis management and resilience and helped strengthen New Zealand’s all hazards emergency management arrangements. She also led the delivery of Strengthening Disaster Resilience and Emergency Management, a major reform programme developed following the Auckland Anniversary floods and Cyclone Gabrielle.
At Nous, Milly applies this experience to support emergency management agencies and central departments in Australia to navigate complex reform, improve coordination across systems, and deliver change that is credible, durable and supported by stakeholders.
