Pisapat (Pat) Youkongpun is a Compliance Officer with extensive experience in Vocational Education and Training (VET), specialising in RTO governance, audit coordination, and training quality assurance within complex operational environments. Pat has a strong track record of ensuring alignment with ASQA Standards, AQF requirements, and legislative frameworks, supporting the delivery of safe, consistent, and nationally recognised training.
Pat holds a PhD in Communications from Griffith University, combining research-driven insight with practical expertise in curriculum design, compliance systems, and adult learning. Currently with the Queensland Fire Department, Pat coordinates internal audit programs, reviews training and assessment practices, and provides strategic advice to strengthen quality, consistency, and compliance across the organisation.
A key focus of Pat’s work is Recognition of Prior Learning (RPL) as a mechanism for workforce transformation. Pat led a statewide RPL initiative to formally recognise firefighters’ existing skills and experience, improving workforce capability and embedding consistent practices across regions.
With previous experience as a Curriculum Officer, Lecturer, and Business Program Manager, Pat brings a well-rounded, evidence-based approach to building high-quality training systems that support a capable and future-ready emergency services workforce.
