Ruth Harley is the Cultural Engagement Advisor at Fire Rescue Victoria who believes the best engagement starts with listening. She works alongside communities to ensure lived experience informs how programs, messages and resources are designed and delivered.
With a strong focus on multicultural communities, Ruth invests time in building genuine, two-way relationships. This approach helps identify barriers that can prevent fire safety and emergency information from reaching people when it matters most. She values the strengths and insights communities bring and is committed to amplifying these learnings across the emergency management sector.
Ruth is Emergency Management Co-Chair of the multi award-winning Multicultural Emergency Management Partnership. She was recognised with the 2024 AFAC Laurie Lavelle Achiever of the Year Award and received an Ambassador Award from the Victorian Multicultural Commission.
